Well, not really... it's just not so much 'majority rule' as 'plurality rule' ;) You only have to pay the fee if you can't get the required number of signatures, and any potential candidate who can't do THAT isn't going to win the governorship.

Now to wait for Arnold to announce his candidancy... ;)
Well, I guess that's true. Only thing I heard recently was that if someone like Arnie does become governor, it will make it much harder for Bush to take CA in 2004 - it would be an easier win for him with an unpopular Democratic governor than a strong Republican one. I guess we'll see.

I've heard that argument, and I pretty much think it's BS. But even if there was any basis for it, what're we supposed to do? Continue getting reemed by Davis because of what might happen in a year-plus?

Of course, I personally think this whole electoral college thing is amazingly archaic and should be done away with, but that's my Australian political system is better side talking! ;)
